PROBLEM TO BE SOLVED: To provide a room entering-leaving management system detecting the entering and leaving of persons and articles without omission. SOLUTION: The room entering-leaving management system has first communication means 12a and 12b transmitting question signals and a responder 3 receiving the question signals and transmitting response signals. The room entering-leaving management system further has second communication means 13a and 13b receiving the response signals and an entering-leaving decision section 4 deciding a room entering and leaving from the response signals. The first communication means 12a and 12b have different communication ranges respectively, each communication range is superposed partially and the question signals containing different questions ID at every communication range are transmitted by the same first communication frequency. The responder 3 transmits the questions ID and the response signals containing peculiar users ID 16 to the question signals by a second communication frequency. When the questions ID differ and the users ID 16 receive the same response signal by the second communication means 13a and 13b, the room entering-leaving decision section 4 decides the room entering and leaving in response to the receiving orders of the questions ID.
