PROBLEM TO BE SOLVED: To provide a sloshing suppressing device which suppresses the generation of sloshing, and at the same time, can smoothly lower a floating roof by neither receiving a resistant force from a liquid nor lifting the floating roof from the liquid surface accompanying a fall of the liquid surface. SOLUTION: This sloshing suppressing device includes: at least four plate members 20; and at least four hinge devices 21 which form a cylindrical body by connecting respective end sections of the at least four plate members 20 with each other, and make angles which are formed by the connected plate members respectively changeable. At least one of the at least four hinge devices 21 is connected with the lower surface of the floating roof, and a load is applied to the floating roof, and at least one of the at least four plate members 20 is equipped with a window 22 which enables a liquid in the cylindrical body to flow out.
