Tobacco is showered vertically through a passage 6 into a compacting passage 5 formed between opposed surfaces moving in circular non-concentric paths in which it is compacted into a stream for formation into a rod. The compacting space is formed by a pair of rotating discs 1, la, Fig. 2, with an eccentrically mounted disc 2 therebetween, the edges of the discs being surrounded by belts 3, 4, of which the latter may carry the cigarette paper. In Fig. 4, the belt 3 and rim of disc 2 are perforated and co-operate with a suction box between the limits S 1 , S 2 , to hold the tobacco in position. A trimming device 18 as described in Specification 940,155 may be provided near the bottom of passage 5 and a second suction box 19 assists in transferring the tobacco stream from the trimming device to the outlet run of the band 4.
