<P>PROBLEM TO BE SOLVED: To ensure compatibility between controllability and stability at a high level. <P>SOLUTION: In the pneumatic tire 1 for an irregular ground traveling, a plurality of blocks B is formed on a tread part 2. A tread half part is virtually divided into three parts of crown area Yi of the tire equator side, a shoulder area Yo of the tread end side, and a middle area Yn between them. The block B disposed in at least crown area Yi is composed of three rubber layers of a cap rubber layer Gc of 100% modulus (M100c) forming the tread surface 2S, an intermediate rubber layer Gm of 100% modulus (M100m) provided in the inner side thereof, and a base rubber layer Gb of 100% modulus (M100b) provided in further inner side thereof.
