PROBLEM TO BE SOLVED: To provide a communication control system, a radio communication terminal and a communication control method which surely executes QoS control when a plurality of data with different priorities are transmitted by a multicarrier and can avoid interrupting the transmission of all data even when a failure occurs in a portion of carriers.

SOLUTION: The communication control system 100 transmits and receives a plurality of data flows with different priorities to/from the radio communication terminal 210 by a multicarrier using a plurality of carriers. The communication control system 100 is provided with a carrier transmitting part for transmitting the plurality of carriers to the radio communication terminal 210 and a carrier allocating part for allocating to a data flow whose priority is different from those of other data flows a carrier different from those of the other data flows on the basis of priorities of the respective data flows.
