<P>PROBLEM TO BE SOLVED: To improve a heat dissipation characteristic and to improve emission luminance. <P>SOLUTION: A light emitting device includes: a light emitting device 5; a substrate 2 made of a metal, mounting the light emitting device 5 thereon; a first frame 3 made of an insulator surrounding the substrate 2, on which a wiring conductor 3a is formed; and a package composed of a second frame 4 made of a metal surrounding the light emitting device 5.
