PROBLEM TO BE SOLVED: To provide a gutter device which is applicable to a rain gutter and a plant growing device, to thereby make effective use of rainwater. SOLUTION: The gutter device is formed of a cylindrical drain port 3 and a shielding wall 4. The drain port 3 is formed in a draining means of a horizontal gutter, so as to extend in a horizontal gutter height direction in a channel of the horizontal gutter 2, and has an opening 31 for discharging water at a predetermined height lower than a side wall of the horizontal gutter 2. The shielding wall 4 is arranged on the channel of the horizontal gutter 2 at a location close to the drain port 3, and has a predetermined height higher than that of the opening of the drain port 3, and lower than that of a side wall of the horizontal gutter 2. Thus the interior of the horizontal gutter 2 is divided into a soil/water holding section 201 in which soil 15 is held on the channel and water is stored to the height of the shielding wall 4, and a drain water retaining section 202 secured around the draining port 3, for temporarily retaining drain water overflowing the soil/water holding section 201.
