PROBLEM TO BE SOLVED: To provide a train diagram creating device capable of simplifying a printing process. SOLUTION: The train diagram creating device is equipped with a disposition means which disposes a symbol figure on the different image layer in the drawing area according to the indicating content of color specification information and the diagram data included in the diagram data input through an input means, a decomposition means which decomposes color tone specified by the color tone specification information into the predetermined color components based on the color tone specification information of the symbol figure disposed on each image layer, and a plate making data output means which combines the symbol figure having a common color component among the decomposed color components, disposes the symbol figure every combined color component on the different image layer, and outputs as the plate making data.
