PROBLEM TO BE SOLVED: To provide a makeup process or device which is capable of maintaining a cooling effect while applying a cosmetic composition, and is applicable to a wide range of cosmetic compositions, having no such faults experienced in conventional processes or devices. SOLUTION: An applicator, includes a cosmetic or dermatological composition (P) held in a container (2) or a substrate (52 or 62), has an application surface (9) which can be separated from the container or the substrate and an area of the skin. This applicator also includes at least one material whose temperature property keeps the application surface (9) at 15°C or below in use, after it is cooled to a low temperature that nearly causes thermal damage to the skin and is in contact with the skin for 15 seconds.
