PROBLEM TO BE SOLVED: To provide a wireless communication terminal capable of carrying out communication without degrading the service quality of communication applications regardless of communication capability of a base station. SOLUTION: The wireless communication terminal 100 includes a communication speed change test table 350 wherein a thresholdαcorresponding to the communication level of each application by each upper limit of an uplink communication speed is established, executes an uplink communication speed change test on the basis of an Rabit (Reverse Activity it) received from the wireless base station 200 and the communication speed change test table 350, and informs the wireless base station 200 of the result of the test.
