PROBLEM TO BE SOLVED: To develop and provide a method of repairing and reinforcing concrete, which is implemented without using a corrosion susceptible material, free from the risk of separation of a repairing and reinforcing material from existing concrete after repairing and reinforcing work, allows a plane to receive dust during the work and to receive separated or falling pieces after the work, prevents plates from falling by fixing the same by anchors, and enables factory production of the plates or easy mounting of the same in a manner setting the quality of the plates to a constant level without relying on the skill of the workers. SOLUTION: According to the method, fiber sheet plates (7, 9) each obtained by laminating a fiber sheet impregnated with an epoxy resin, on a single surface of a cement-based board having a bending strength of 2.0 N/mm<SP>2</SP>or more, or a plate (9') obtained by fitting the impregnated fiber sheet between the plates, is secured to the existing concrete (10) by the anchors (5). To connect the plates to each other, a connection width is set to 100 mm or more. Then a filler (6) is filled in a gap between the existing concrete and the fiber sheet plate, to form a unitary body, and in this manner the concrete is repaired and reinforced.
