PROBLEM TO BE SOLVED: To provide a control device used to secure both control stability and control accuracy at high level even when a controlled system with extremal characteristic and a controlled system of multi-input/multi-output system are controlled and reduced in manufacturing cost and calculation load. SOLUTION: This control device 1 comprises an onboard model analyzer 40 and a cooperative controller 30. Based on a controlled system model in which the relationship of an intake open angleθlin and an exhaust re-open angleθrbl to an illustrated mean effective pressure Pmi is defined, the onboard model analyzer 40 calculates first and second response indexes RI1, RI2 representing the correlation betweenθlin,θrbl and Pmi. The cooperative controller 30 calculates the intake open angleθlin and the exhaust re-open angleθrbl by a predetermined control algorithm [expressions (10) to (22)] so that the illustrated means effective pressure Pmi can be converged to a target value Pmi_cmd and determines the degree and the direction of increase/decrease ofθlin,θrbl according to the first and second response indexes RI1, RI2.
