<P>PROBLEM TO BE SOLVED: To evade inconvenience due to the fact that an application program cannot recognize processing executed on the IC card side, disconnection of communication between IC cards, and so forth when exchanging electronic values between the IC cards. <P>SOLUTION: When a suggestion message of exchange of the electronic values is received from a portable terminal 10, a portable terminal 20 notifies the application program 21 of the exchange suggestion contents based on a listener corresponding to the message. When the application program 21 approves the suggestion contents and determines electronic values V1, V2 for exchange, an exchange establishment message of the same electronic value is returned. The portable terminal 10 notifies an application program 11 of the exchange contents based on the listener corresponding to the message when the exchange establishment message is received.
