<P>PROBLEM TO BE SOLVED: To provide a developing device which feeds a developer even with time from a developer preset case for initially feeding a developer into a developer container so as to prevent density unevenness due to sticking of additives on a carrier with time, has simple space-saving constitution, can have the developer feed amount adjusted in detail, and has a large layout flexibility, and a process cartridge and an image forming apparatus. <P>SOLUTION: Developer storage parts 54 and 55 partitioned by a partition wall 52 are provided in the preset case 49 containing a fresh developer 50 to be fed into the developer container, and a link part 56 which links an opening 53 for developer feeding and the developer storage part 55 to each other is formed at the developer storage part 54. When the developing device begins to be used for the first time, a sealing member 51 closing the opening for developer feeding is removed, the developer in the developer storage part 54 is fed into the developer container and the developer in the developer storage part 55 is reserved in the developer preset case.
