PROBLEM TO BE SOLVED: To provide a means to eliminate an influential factor such as an alkali-aggregate reaction by reducing the alkalinity of a cement. SOLUTION: The alkaline reduction agent for cements comprises as an effective component at least one kind selected from a group consisting of propionic acid, a soluble salt of propionic acid (alkali metal salts not included), ethanesulfonic acid and a soluble salt of ethanesulfonic acid (alkaline metal salts not included). The agent is a hydraulic composition incorporating propionic ions and/or ethanesulfonic acid ions in proportion of 0.2-1.5 mole times to the whole amount of alkali in the hydraulic composition.
