PROBLEM TO BE SOLVED: To provide a highly efficient computation technology in creation of a dither matrix. SOLUTION: A method for creating a dither matrix is provided for determining the dot formation state for each print pixel of a print image formed on a print medium by halftoning input image data. The method comprises a step for determining a second evaluation value for second dot formation state depending on a first evaluation value for the first dot formation state, before determining the storage element of a remarked threshold, and the variation amount of the evaluation value incident to variation from the first dot formation state to the second dot formation state after determining the storage element of the remarked threshold; and a step for determining an element for storing the remarked threshold based on the second evaluation value thus determined.
