PROBLEM TO BE SOLVED: To provide an organic EL lighting panel and an organic EL lighting device which can reduce uneven luminance. SOLUTION: The organic EL lighting panel 10 includes an organic EL layer arranged on a translucent substrate 11, the EL layer being formed so that an organic light-emitting layer 13 including at least a light-emitting layer is sandwiched by a pair of first and second translucent electrode layers 12 and 14, at least any of them having transparency; and first and second sealing members 15, 16 sealing the organic EL layer in cooperation with the substrate 11. In this panel 10, the first electrode layer 12 consists of a plurality of linear or strip-like electrodes 121 parallel with each other, and power from a power source 30 is supplied in a positive electrode power feed region 122 of ends opposite to each other in the pair of adjacent electrodes 121 in the plurality of electrodes 121.
