PROBLEM TO BE SOLVED: To jam communication of an unidentified PLC modem. SOLUTION: A receiver 40 receives and demodulates a power line communication signal on a power line 12, and supplies a result of demodulation to an unidentified modem detector 42. Identification information used for specifying authenticated PLC modems 32, 34 is stored in an identified modem information storage device 44. The detector 42 extracts the identification information of a PLC modem to be an transmission source from the received signal of the receiver 40, and collates the information with storage identification information of the storage device 44. In the case of a communication signal from the unidentified PLC modem 36 or 38, the detector 42 supplies an unidentified modem detecting signal to a control apparatus 46. The control apparatus 46 causes a noise generating apparatus 50 to generate a noise as a jamming signal for a predetermined period in response to the unidentified modem detecting signal.
