PROBLEM TO BE SOLVED: To execute accurate charging processing upon completion of storage of transmission data at a transmission destination in a send function service; and to execute an appropriate charging processing method in accordance with a capability of the transmission destination. SOLUTION: A reception means is included which receives information indicating the completion of storage of transmission data from a transmission destination and when the information is received, charging processing is performed upon transmission data. Furthermore, a reception means is included which receives capability information from the transmission destination, and a control means is provided for switching a charging processing method in accordance with the capability information.
