A system and a method for processing payment of a use amount of a check card use, and a recording medium are provided to process the payment of the amount used in a predetermined use place by setting withdrawal preventing lock to a part of balance of a payment account and using the balance excluding the locked amount. An information storing part(105) stores lock setting condition information to a storage medium(135). An account operator sets the withdrawal preventing lock to the part of the balance deposited in the payment account of the check card based on the lock setting condition information. A payment processor(130) checks whether a check card use amount used in the predetermined use pace can be paid by the balance excluding the locked amount. If the payment of the check card use amount is possible, the payment processor pays the use amount with the balance excluding the locked amount. If the payment of the use amount is impossible, the payment processor pays the use amount by releasing the lock and using the locked balance.
