A frequency error estimation and combination device in a mobile communication system and a method therefor are provided to separate a frequency error combiner into a frequency error combiner of a finger which receives data and a frequency error combiner which receives MAC(Medium Access Control) of a neighboring base station, thereby considering Doppler shift occurring by combination of paths of various base stations. A controller(325) controls so that data received from a main base station is allocated by being separated from MAC information received from a neighboring base station. A main finger unit(330) estimates a frequency error from the received data. Sub finger units(350-1 to 350-N) estimate a frequency error from the received MAC information. A main AFC(Automatic Frequency Control) combiner(340) receives output of the main finger unit to combine the frequency errors of each of the finger units. A converter(360) converts digital signals into analog signals to control a VCTCXO(Voltage-controlled Temperature Compensation Crystal Oscillator) through output of the combiner(340). Sub AFC controllers(380-1 to 380-N) receive output of the sub finger units to combine the frequency errors, and compensate/input output values of the combiner to control equivalent digital NCO.
