PROBLEM TO BE SOLVED: To solve a problem that sufficiently prediction processing can not be performed for an image frame obtained from a base layer or the quantity of information for representing differential information increases in an area where comparatively great high-frequency components are continued, in an image frame.

SOLUTION: An enhancement layer encode section 106 performs encoding as an enhancement layer utilizing a correlation between an image frame having a spatial resolution to be encoded of the enhancement layer from a video input and a high-frequency component estimated signal, from a base layer, acquired from a spatial interpolation section 104 and a spatial high-frequency component estimating and upscaling section 105. The present invention previously excludes a high frequency component that can be estimated from the base layer or the enhancement layer, thereby suppressing the signal amplitude of a predictive error signal between coding layers when an inter-layer difference is determined.
