<P>PROBLEM TO BE SOLVED: To provide an optical transmission device which can prevent increase in a size and complicatedness in a drive IC process, and an optical transmission apparatus having the optical transmission device. <P>SOLUTION: The optical transmission device 20 includes a light-emitting diode 22a, and a drive IC 10 which drives the light-emitting diode 22a and has a built-in trimming circuit for adjusting the characteristics of the drive IC 10 in combination with the light-emitting diode 22a. The light-emitting diode 22a and the drive IC 10 are sealed integrally on a glass board 26.
