PROBLEM TO BE SOLVED: To provide an organic EL device having high luminance and high emission efficiency. SOLUTION: The organic EL device has an anode consisting of a transparent electrode, an organic layer including at least an organic light emitting layer, and a cathode formed sequentially on a transparent insulating substrate. In the EL device, the cathode contains a metal oxide on the interface to the organic layer, the organic light emitting layer contains a phosphor photoluminescence compound, and the metal oxide is formed to have such a concentration gradient as high concentration is attained on the interface side to the organic layer.
