PROBLEM TO BE SOLVED: To provide an image forming apparatus, wherein a nonuniform image is not caused by a fluctuation in the concentration of developer in a developer container. SOLUTION: The image forming apparatus uses a liquid developer. The image forming apparatus develops a latent image, formed on an image carrier 10Y, with the liquid developer scooped by a developer supply roller 32Y from the inside of the developer container 31Y, transfers the developed image from the image carrier 10Y to an intermediate transfer body at the transfer position of a primary transfer section, and further transfers the developed image to a recording medium from an intermediate transfer body at the transfer position of a secondary transfer section. A stir roller 34Y detects the density of developer in the developer container 31Y. When the stir roller 34Y detects a developer concentration lower than a predetermined value, the number of revolutions of the developer supply roller Y is increased and also a quantity of carrier removed by a carrier quantity adjustment blade 23Y is increased.
