PROBLEM TO BE SOLVED: To provide an inorganic foam heat-insulating material being fire-resistant, non-combustible and lightweight and retaining excellent heat insulating properties and water-resistant and moisture-resistant properties, and a manufacturing method of the inorganic foam heat-insulating material. SOLUTION: The inorganic foam heat-insulating material is obtained by forming a polymeric solution of a siloxane and a silanolate in a desired size and shape, integrally fusing and bonding an aluminum foil to its periphery surface, and forming into a silicon oxide form with a continuous foam structure at a foaming rate of 2 to 10 times by heat-foaming.
