<p><P>PROBLEM TO BE SOLVED: To shorten the time required for re-establishing an individual channel when returning to the original individual channel after shifting a communication state from the individual channel to a common channel in a radio communication system. <P>SOLUTION: Line information containing identification information of a communication line in a first state during which a packet communication is performed using an individual channel and a setting parameter of the communication line in the first state is stored in a communication apparatus 101, a base transceiver station 102 and a radio network controller 103, respectively. If an index indicative of data communication quantity in the first state is below a threshold value, the individual channel is released while holding the line information of the communication line, and control is performed to shift to a second state during which a packet communication is performed using a common channel.
