PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor for sufficiently improving dispersibility of particles included in a function layer composing a photosensitive layer and sufficiently suppressing bad influence to electrophotographic characteristics accompanying improvement of the dispersibility of the particles; and to provide an image forming apparatus using the electrophotographic photoreceptor, and a process cartridge. SOLUTION: The electrophotographic photoreceptor comprises a conductive base substrate and a photosensitive layer provided on the conductive base substrate.
