PROBLEM TO BE SOLVED: To provide an optical waveguide device which is for housing a resin waveguide in a package and which has a low price and superior moisture resistance. SOLUTION: An optical waveguide module 14 is sealed in a package comprising a case 11 and sealing blocks 12A, 12B. The core fiber 15 of an optical fiber (uncoated portion of a coated optical fiber 16) connected to the optical waveguide module 14 is inserted into the fiber passage 13 of the sealing blocks 12A, 12B, wherein a sealing resin 18 such as epoxy resin is filled between the inner wall face of the fiber passage 13 and the core fiber 15 of the optical fiber. An adhesive resin 17 is filled also in a gap between the sealing blocks 12A, 12B of the case 11. In this instance, the core fiber 15 of the optical fiber is inserted in the fiber passage 13 in a state of noncontact with, desirably with a space≥10μm away from, the inner wall face of the fiber passage 13.
