PROBLEM TO BE SOLVED: To provide a steel for an element of a belt type CVT (continuously variable transmission) which can obtain desired strength and toughness by quenching, and in which quenching strain upon quenching treatment and deformation thereby can be suppressed. SOLUTION: The steel for an element has a composition comprising, by mass, 0.5 to 0.9% C,≤1.5% Si, 0.2 to 2.0% Mn, 0.1 to 2.0% Cr, Al×N:≥4.0×10<SP>-5</SP>(wherein, N: 0.008 to 0.050%),≤0.025% (0.040%) P,≤0.010% (0.020%) S,≤3.0% Ni,≤0.4% Mo, and the balance Fe with inevitable impurities, also, satisfying inequality (1), and can be subjected to quenching treatment by air cooling: inequality (1): coefficient A=-14+20C+4Si+6Mn+3Ni+2Cr+19Mo≥10.5.
