PROBLEM TO BE SOLVED: To provide a surface coated cutting tool with long life exhibiting excellent wearing-resistance property and chipping resistance property even at high speed cutting by suppressing influence on a cutting blade by heat generated at high speed cutting machining by a wet system, and also to provide a surface coated cutting tool with long life exhibiting excellent machining surface accuracy by suppressing welding to a flank of a material to be cut, easily generated by high speed cutting machining. SOLUTION: The surface coated cutting tool comprises a base body, and a hard coating layer formed on a surface of the base body. A contact angleθof water on a rake surface of the hard coating layer is within a range of 30-80°. In the cutting tool comprising the base body, and the hard coating layer formed on the surface of the base body, a contact angleθ<SB>R</SB>of water on a rake surface of the hard coating layer and a contact angleθ<SB>F</SB>of water on a flank of the hard coating layer is in a relationship ofθ<SB>R</SB><θ<SB>F</SB>.
