A shutter opening and closing structure of a bill depositing and drawing unit and a method thereof are provided to prevent injury although the customer's hands are fitted, by installing a motor generating a slip in receiving load over a predetermined value. A shutter opening and closing structure of a bill depositing and drawing unit(100) is composed of a shutter(110) for opening and closing the bill depositing and drawing unit for receiving and outputting bills from/to a customer; a motor(120) generating driving power for opening and closing the shutter and executing a clutch function for cutting off power transmission by generating a slip in applying load to the motor when the customer's hands or foreign materials are fitted in the shutter; a power transmitting unit transmitting power of the motor to the shutter; and a control unit controlling the operation of the motor according to a depositing and drawing signal input from the customer.
