An LCD(Liquid Crystal Display) and a method of manufacturing the same are provided to obtain a thickness margin of a gate insulating layer during first and second ashing processes of a second photoresist pattern by forming a first gate insulating layer with a small etch selectivity. A first substrate(40) faces a second substrate. A gate line and a gate pad(41b) are formed on the first substrate. A fists gate insulating layer(42a) and a second gate insulating layer are stacked on the first substrate so as to have a contact hole on the gate pad. A lower one of the first and second gate insulating layers have a smaller etch selectivity than the other one. A plurality of data lines intersect the gate line to define pixel regions. Thin film transistors are formed in intersections between the gate line and the data lines. A pixel electrode is formed in the pixel region.
