A workpiece transfer and machining device using an index table and a method thereof are provided to eliminate the necessity of using a robot or a jig for loading/unloading a workpiece and a pallet onto a tool machine. A workpiece transfer and machining device includes a loading conveyor(100), an unloading conveyor(300), an index table(400), a clamping unit, and a position determination unit. The loading conveyor supplies a workpiece to one side of a tool machine(200). The unloading conveyor discharges the workpiece through the other side of the tool machine. The index table includes a moving unit(210) which reciprocates between the loading conveyor and the unloading conveyor at the state where a pallet(410) with the workpiece is loaded onto the moving unit. The index table rotates the pallet. The clamping unit is arranged on the pallet, and clamps/unclamps the workpiece. The position determination unit determines the position of the workpiece being transferred onto the pallet.
