An organic electro-luminescent device and a flat panel display device including the same are provided to decrease a driving voltage of the OELD(Organic Electro-Luminescent Device) by forming an intermediate layer between a second electrode and a light emitting layer. An organic electro-luminescent device includes a first electrode(210), a second electrode(260), and a light emitting layer(220,225,230) between the first and second electrodes. An intermediate layer is arranged between the second electrode and the light emitting layer. The intermediate layer contains a charging mobility control material. A light emitting suppressing layer and an electron transport layer(240) are formed between the light emitting layer and the second electrode. The intermediate layer is arranged between the light emitting suppressing layer and the electron transport layer.
