A level shifter and an LCD(Liquid Crystal Display) device using the same are provided to prevent an erroneous operation of the level shifter by controlling an output voltage using bias voltages from a bias voltage generator and an external voltage source. A level shifter includes a bias voltage generator(150), and pull-up and pull-down transistors(M5,M6). The bias voltage generator receives an input voltage(Vin), an output voltage(Vss), a high voltage(Vdd), and a low voltage(Vss), and supplies bias voltages, which are opposite to a logical value of the input and output voltages, to a first bias node(Nb1). The pull-up transistor supplies the high voltage as the output voltage in response to a voltage of the first bias node. The pull-down transistor supplies the low voltage as the output voltage in response to a voltage of a second bias node(Nb2), to which a second bias voltage from an external voltage source is supplied. The low voltage is supplied as the output voltage when the low voltage is supplied as the input voltage. The high voltage is supplied as the output voltage when a second high voltage(Vcc), which has a different voltage level from the high voltage, is supplied as the input voltage.
