<p>Conveying belt has a bank of continuous synchronizing belt loops. Loop goes around sinking on the groove of the counter-pressure cylinder (12) with cutting blocks separated by grooves. It passes the axial gap where the blades cooperate with the counter-pressure block. It proceeds underneath the blade cylinder (10). It loops back on series of rollers to return to the counter-pressure cylinder. It conveys the cut web and/or signature downstream of the cutting location (19). Synchronized blades and block cut the paper on their contact points without touching the belts. An independent claim is included for a rotary press.</p>
