A transfer film for forming a dielectric substance and a method for manufacturing a plasma display panel thereby are provided to form a dielectric pattern by performing a simple process using laser beams. A transfer film(20) for forming a dielectric substance includes a base film(21), a conversion layer(22), a dielectric material layer(23). The conversion layer is formed at a lower part of the base film in order to absorb the light and generate the heat. The dielectric material layer is formed at a lower part of the conversion layer. The conversion layer is formed of metal, metal oxide, metal sulfide, carbon black, graphite, and organic layer having a laser beam absorbing material, or a combination of the metal, the metal oxide, the metal sulfide, the carbon black, the graphite, and the organic layer.
