Provided is a cosmetic composition having improved skin whitening effect by comprising both an extract of Ramulus Mori and tetrahydrocurcumin and showing almost no skin irritation and excellent formulation stability due to the tetrahydrocurcumin's skin irritation alleviating function. The skin whitening cosmetic composition comprises 0.002-10.0 wt.% of an extract of Ramulus Mori and tetrahydrocurcumin as effective ingredients. The extract is prepared by using a solvent selected from the group consisting of water, C1-4 lower alcohol, a mixture of the lower alcohol and water, acetone, ethylacetate, chloroform, 1,3-butyleneglycol, and butylacetate.
