A TV signal converting apparatus and method for reducing power consumption are provided to disable a picture quality enhancement unit and a modulator of the TV signal converting apparatus according to a variation in the sum of motion vectors to decrease power consumption. A TV signal converting apparatus includes a synchronization signal controller(401) for receiving an external synchronization signal(413) and generating a synchronization signal corresponding to a TV signal, a modulation signal generator(403) for generating a modulation signal corresponding to the TV signal, and a picture quality enhancement unit(405) for enhancing the picture quality of a digital video signal. The TV signal converting apparatus further includes a modulator(407) for modulating the signals transmitted from the synchronization signal controller and the modulation signal generator and the digital video signal into digital signals corresponding to the TV signal, a digital-to-analog converter(409) for converting the modulated signals into analog signals, and a signal controller(411) for disabling the picture quality enhancement unit and the modulator in response to an external control signal(421) and transmitting an external digital video signal(423) to the digital-to-analog converter.
