A device for manipulating a particle by using dielectrophoresis having a metal post electrode structure and a method for manipulating the particle with a high flow rate by using the same device are provided to concentrate numerous bacteria within a short period by increasing the trapping force at high flow rate through the application of electric field to the electrode. The device for manipulating a particle by using dielectrophoresis comprises a vessel containing an inlet port of fluid, an outlet port of fluid and a metal post electrode, and an electricity source, wherein the metal post electrode contains more than 2 lines of metal post rows perpendicular to a fluid flow direction; the odd number row of the metal posts is communicated with a metal pad through a metal wire, and the even number row of the metal posts is communicated with another metal pad through a metal wire; the electricity source is connected to the metal pads; and the distance between the odd number row and even number row of metal posts is 10-100 mum, the distance between the even number row and odd number row of metal posts is 10-100 mum, and the height of the metal posts is 1-100 mum.
