A soft composite yarn and a manufacturing method thereof are provided to use a direct spun micro-fiber as an effective fiber of the composite yarn, thereby offering the excellent drape property. Two kinds of polyester fibers are interlaced and false twisted so that a composite yarn is manufactured. An effect yarn is the low-oriented or partially oriented micro-fiber with the fastness of 0.3 to 1.2 denier as the single fastness. A core yarn is a draft yarn with the single fastness of 2.0 to 7.5 denier and the elongation of below 50%. After interlacing the core and draft yarns, the interlaced yarn is drafted and false twisted by the draft ratio of 1.0 to 1.3 and the false twist temperature of 150 to 210 degrees centigrade. Thereafter, the setting process is secondly performed. The total denier of the micro partial oriented yarn or low oriented yarn is 80 to 130 denier.
