A method and a system for operating a partial bleeder brake are provided to drive an engine valve with a low power, so that a compression release brake performs a continuous bleeding, thereby reducing noise of a brake. A system for operating a partial bleeder brake comprises a cam(100), which includes a main exhaust lobe(120) and a partial bleed lobe(110). A locker arm(200) is movably connected to the cam and includes an inner locker passage. A valve bridge(300) has a middle portion adjacent to the locker arm and includes a first end portion and a second end portion that are movably connected to a first engine valve(400) and a second engine valve(410), respectively. A slave piston(330) is coupled to the first end portion. A master piston(320) is coupled to the middle portion.
