A method for coding image data is provided to code a key frame by using an inter-coding method to reduce the number of bits required to code the key frame. A new video frame is inputted(S401). It is determined whether the inputted video frame is a key frame with respect to a predetermined SS(Scene Segment)(S402). When it is determined that the inputted video frame is not the key frame with respect to the predetermined SS, the inputted video frame is inter-coded based on previous video frames(S403). When it is determined that the inputted video frame corresponds to the key frame with respect to the predetermined SS, it is determined whether the key frame is a key frame with respect to a new SS(S404). When the key frame is not the key frame with respect to the new SS, the key frame is inter-coded based on an IK(Intra coding Key frame) included in the predetermined SS(S405). When the key frame corresponds to the key frame with respect to the new SS, the key frame is intra-coded(S406).
