A steam generator is provided to remarkably shorten the steam generating time by heating the surface portion of the water in a boiler case without convection phenomenon of the water. A steam generator(100) includes a boiler case(110), a heater(112), and a water supply section(120). The boiler case forms a space for heating water. The heater is provided in the interior of the boiler case. The water supply section supplies water into the boiler case so that the level of the water in the boiler case can be maintained constantly. The level of the water in the boiler case is not higher than the height of the heater. The level of the water in the boiler case is the water level by which only a portion of the cross-section of the heater is submerged in the water. The rest portion of the heater is exposed to air.
