A three-groove valve cotter inserting device is provided to allow a valve cotter to be firmly connected to a valve by mounting the valve cotter onto a valve holder, fitting grooves of the valve to the valve holder, moving the valve cotter to correspond to the grooves of the valve, and raising the valve holder. A three-groove valve cotter inserting device includes a cotter divider for diving a valve cotter(24); a lifter arranged in the cotter divider such that the lifter is movable in a vertical direction; a valve holder(30) including a cotter mounting hole(31) for insertion of the valve cotter supported by the cotter divider, and a magnet(32) arranged along the circumference of the cotter mounting hole; and a cotter pusher(40) inserted into the valve holder so as to move the valve cotter inserted in the cotter mounting hole into a valve retainer(22).
