An ISATAP(Intra-Site Automatic Tunnel Address Protocol) router for packet tunneling and a method therefor are provided to encapsulate an IPv4(Internet Protocol version 4) header in an IPv6 packet, and to tunnel the encapsulated packet to an NAT(Network Address Translation), thereby connecting an IPv6 network with an ISATAP host even without changing the NAT. A mapping table(70) includes at least one entry which contains a public IPv4 address of an NAT for managing an IPv4 host and a private IPv4 address of the IPv4 host. A mapping module(76) extracts an IPv4 address of a destination IPv4 host from the first IPv6 packet received from an IPv6 host, and searches a public IPv4 address of an NAT for managing the destination IPv4 host from the mapping table(70). A packet conversion module(77) encapsulates an IPv4 header which contains the searched public IPv4 address of the NAT in the first IPv6 packet, and converts the first IPv6 packet into the first IPv4 packet. A communication module(79) sends the converted first IPv4 packet to the public IP address of the NAT.
