A hair growth stimulating composition is provided to show excellent hair-growing effect by promoting percutaneous absorption of a hair growth stimulating ingredient and promote the improvement of storage stability. The hair growth stimulating composition comprises (A) a hair growth stimulating ingredient such as tocopherol acetate, nicotinic acid amide, pantothenyl alcohol, acetyl pantothenylethylether, hinokitiol, an extract of Swertia pseudo-chinensis, beta-glycyrrhetinic acid, l-menthol, pyroctone olamine and isopropylmethylphenol, (B) a polyhydric alcohol such as polyethylene glycol, propylene glycol, dipropylene glycol, 1,3-butylene glycol and isoprene glycol, (C) a fatty acid propylene glycol ester, and (D) 5-50 wt.% of water.
