A device and a method for determining a winning number of lottery tickets, and a winning number determining device/method using the same are provided to induce interest from lottery ticket buyers by enabling the buyer to select the numbers and determining the winning numbers generated from combination of the numbers having the lowest selection frequency by each figure. A lottery ticket issuer(50) issues the lottery ticket having the numbers selected by a client(10). A database(20) stores the numbers selected by the clients. A winning number determiner(52) divides the stored selected numbers into each figure, and determines the number of the lowest selection frequency as the winning number of each figure. A prize processor(54) determines the winning number determined in the winning number determiner as the first prize number and determines the lower prize number by combining the numbers forming the first prize number.
