An apparatus and a method for encoding a signal, an apparatus and a method for decoding a signal, a program, and a recording medium are provided to effectively transmit gain information of a high-band signal in an operation of generating the high-band signal from a low-band signal based on characteristic information of the high-band signal. A signal encoding apparatus includes a splitter(11) for splitting a time series signal into a plurality of sub-bands to generate a low sub-band signal and a high sub-band signal, a low-band encoder(12) for quantizing and encoding the low sub-band signal to generate low-band encoded data, a high-band gain information generator(13) for generating a new high sub-band signal from the low sub-band signal and generating high-band gain information, and a low-band reference value information generator(16) for generating low-band reference value information based on the low sub-band signal. The signal encoding apparatus further includes a high-band gain differentiation information generator(17), a high-band gain differentiation information encoder(19) for quantizing and encoding the high-band gain differentiation information to generate high-band gain differentiation information encoded data, and a multiplexer(20) for multiplexing the low-band encoded data and the high-band gain differentiation information encoded data to output compressed data.
